Landlords - Electrical Installation Condition Reports (EICR)

With new legislation introduced this year, as of 1st July all new tenancies must have an Electrical Installation Condition Report (EICR) with a satisfactory outcome thereby indicating the property is safe for continued letting. The EICR must be renewed on every change or tenant or every 5 years - whichever is sooner.


Buyers and sellers

Very often a buildings survey or will ask for expert advise if he suspects the electrical installation is old or has been altered. Sometimes kitchen installations and extensions do not have the required building standards control approval and there maybe a considerable quamtity of DIY work that needs to be documented.

We can provide covering certificates if necessary, liaising with  local Building Standards Control as required.


We have inspected and tested a variety of light industrial and commercial premises, mainly for insurance.

In addition to commercial work we have carried out numerous inspections for owners of thatched properties, where the insurance company insists on a test every  5 years.


Remedial work

All Safe Electric will always quote for remedial work and in many cases give a discount if the retest forms part of the remedial work - e.g. replacement consumer unit. Always check that our competitors provide re-work - many do not !


We will not comment on EICRs conducted by other companies and we will not quote for re-work on faults found on such EICRs


Example Electrical Installation Condition Report (EICR)

In making an Electrical Installation Report (EICR), the person carrying out the inspection and testing is looking to determine if there is any damage, deterioration, defects, dangerous conditions and any non-compliance with the regulations which may give rise to danger.


Please note that existing installations that have been installed in accordance with earlier editions of the Regulations may not comply with current regulations in every respect and does not necessarily mean that they are unsafe for continued use or require upgrading.


However, we will also highlight any areas of an installation of concern and rank them in importance and suggest remedial action as necessary.


Before we carry out an EICR, we will consult with the person ordering the report and agree upon the scope of out tests and inspections. This is more likely for larger commercial sites where isolation of supply is not always possible.



Tests per BS7671, Guidance note 3, to be carried out where practical



Protective conductors continuity. (Earth continuity test)

Test to accessible exposed conductive-parts of current using equipment and accessories. Generally accessible within 3m of floor or from where a person can stand.

Bonding conductor continuity.

>Main earth bonding conductors (e.g. to gas, water ) to extraneous conductive parts. (e.g. pipes).


>Supplementary bonding conductors. May not be necessary if an RCD is used.

Ring circuit continuity

Continuity. Where there are records of previous tests, this may not be necessary unless there have been changes made to ring circuit final circuit.

  For lighting circuits the result  may be done live or on some circuits may be a calculation by using R1+R2+Ze for safety reasons. 

Insulation resistance

Between live conductors and earth at main and final distribution boards.

Earth electrode resistance

If tests are to be made:-


Test each earth rod or group of rods separately, with the test links removed, and with the installation isolated from supply source.

Functional tests



Tests as required by regulation 612.13.1 followed by operation of integral test button

Functional tests of circuit-breakers isolators and switching devices

Manual operation to confirm devices disconnect from supply.

Socket outlets Electrical polarity and Zs of all accessible sockets.
